Further, the new Centrally Sponsored scheme of Adult Education for the next five years i.e. FY 2021-26 is to be designed and developed by aligning with the recommendations contained in para-21-Adult Education and Lifelong Learning' of NEP 2020 A new scheme of Adult Education with the nomenclature "New India Literacy Programme " is proposed to be Implemented during FY 2021-26 in line with National Education Policy-2020 to impact the following:

  1. i)  Literacy and Basic Education which is the basic right of any citizen can open up a whole new world of personal, civic, economic and lifelong-learning opportunities of individuals, which play powerful force multipliers in the success of all developmental efforts creating high correlations between literacy ratio and per capita GDP worldwide.
  2. ii)  The innumerable disadvantages in terms of many inabilities being faced by non-literate members of a community can be converted into various favourable vicissitudes in the conduct of life's activities as achieved outcomes through adoption of innovative measures for adult education.
  3. iii)  Volunteerism and community/family involvement and mobilization are key success factors of adult literacy programme, in conjunction with political will, organizational structure, proper planning, adequate financial support, and highquality capacity building of educators and volunteers A successful literacy programme leading in the growth of literacy Volunteers among adults and children brings a greater community contribution to positive social change.
  4. iv)  Strong and innovative government initiatives for adult education - in particular, to facilitate community involvement and the smooth and beneficial integration of technology will be effected to expedite the all-important aim of achieving 100% literacy.
  5. v)  The Goal of the New India Literacy Programme is as laid down in para 21,4 of the National Education Policy, 2020 - "Strong and innovative government initiatives for adult education - in particular, to facilitate community involvement and the smooth and beneficial integration of technology - will be affected as soon as possible to expedite this.

 

 

 

 

Old Programme which is implemented already :

        1978 (2ndOctober) National Adult Education Programme (NAEP):First nationwide literacy programme taken up at macro level to eradicate illiteracy through project approach Massive programme aimed at educating non-literate adults in the age-group of 15-35 years within a time frame of 5 years.

        1986 Rural Functional Literacy Project (RFLP) & Mass Programme of Functional Literacy (MPFL): To impart functional literacy to all illiterate persons in 15-35 age group who were living in the rural areas by organising specified number of literacy centres: Launched on May 1, 1986 by involving National Service Scheme (NSS) and other students in colleges and universities. 1988 National Literacy Mission Authority (NLMA) :On 5th May, 1988 a mission mode programme for promoting adult literacy was launched as National Literacy Mission (NLM) countrywide to impart functional literacy to non-literates in the country in the age group of 15-35 years in a time bound manner.

        2009 Saakshar Bharat Mission (Scheme of Adult Education and Skill Development): During 11" Five year plan to modify the strategy of NLM programme, accordingly Saakshar Bharat Mission was launched on 8 September, 2009 as new variant of NLM. Saakshar Bharat programme was sanctioned in phased manner since 2009 and was given an interim extension till 31st March, 2018 by Department of Expenditure.

        Now, the Department has been implementing the new Centrally Sponsored Scheme of Padhna Likhna Abhiyan in 5 (live) districts of Manipur They are i) Chandel, ii) Thoubal, iii) Bishnupur. iv) Imphal West and, v) Imphal East Districts, Manipur.
